The following error is returned on the OPEN step for a BI4 WebI report in Build 231 and 232:

This issue is resolved in Build 232 FP1.

Until you are able to apply the patch, a work around is to open the report in BI Launchpad and edit the prompt properties by unchecking the "Prompt with List of Values" option. Save the report and re-catalog it in Infoburst.
