Excel File List Error "Specified argument was out of the range of valid values"

A File List uses an Excel workbook. The File List is assigned as a parameter data source in burst. The burst aborts with error:
System Error - Specified argument was out of the range of valid values
This issue is potentially caused by a large, unused data range in Excel. To determine if there are unused columns and rows in an Excel workbook, open the workbook, select the target worksheet and enter CTRL+SHIFT+END. If there are empty columns and rows, delete them, save the workbook, then re-test.
