Delivery Condition not working using single document with multiple deliveries

A WebI document contains two report tabs. The document is added to a burst with two deliveries. The first delivery uses tab splitting with the first tab selected. The delivery has a condition. The second delivery uses tab splitting with the second tab selected. The delivery has a condition.
If the condition for the first delivery is true, then the condition for the second delivery is evaluated. If the condition for the first delivery is false, then the condition for the second delivery is not evaluated.
