Timeout for static file upload to BusinessObjects folder not configurable

This issue is resolved in Build 236 SP1. Static file upload is now governed by Platform Request Timeout.

A burst contains a static document (PDF, Excel, etc.). The delivery sends the file to a BusinessObjects folder. That upload is not governed by the Platform Request timeout and instead uses a static 100 second timeout.
This issue is under investigation.
