This issue is resolved in Build 240 FP2.

A value is supplied to a WebI parameter where the value contains a comma (e.g. "Mouse,Mickey"). In Builds 238 and later the comma is automatically converted to semicolon before it is submitted to BusinessObjects. The the comma value should not be changed.
This issue is under investigation.
