IBConfig BI4MultiDelim character not utilized at runtime

The BI4MultiDelim character can be set via IBShell, but the defined character is not utilized at runtime. Additionally, it is not possible to change the character using IBConfig.exe.

This issue is under investigation.

This issue is resolved in Build 240 FP2.
