This issue is resolved in Build 240 FP3.

A Burst has one item with multiple email deliveries or multiple items with email deliveries. Content Grouping by Email Recipient is configured. In this scenario the item Delivery is restricted to Format. The Destination should still be accessible.
This issue is under investigation.
