Email Delivery Condition notification sent after removing "If No Delivery" message

This issue is resolved in Build 240 FP4.

An email delivery has Delivery Condition configured. A message is added to destination "Message (If No Delivery)" field. Message is then removed which should result in notification message not being sent. Notification message is removed but notification email is still sent to recipients.
This issue is under investigation.
