Unwanted "No data is available" emails sent from Burst with Delivery Conditions

Description: A Burst contains one or more Delivery Conditions, and emails are sent to end users with the message "No data is available." These emails have not been sent before and started after upgrading to build 240.
Cause: Due to simplifying how to enable Delivery Condition fail messages in the HTML5 user interface, certain workflows can cause them to start even without consciously opting in.
The workaround for this is to go in to the Delivery, delete all text from the 'Message (If No Delivery)' field, and save the Burst. (Build 240 FP4)
