HTML format delivery causes issues with Burst Summary/References/Support Package

Burst contains a delivery that uses HTML format. With this configuration, selection of the Burst Summary button results in error "Unable to create the summary." The Burst Support Package incorrectly contains a text file in place of the summary PDF and the References tab displays "Loading items..."
