WebI OPEN and REFRESH failures after BI 4.3 SP03 Patch upgrade

A BI 4.3 SP03 environment used by InfoBurst has a Patch upgrade. Following the upgrade, WebI OPEN and REFRESH requests to BusinessObjects fail with the following error:
WSR 00999 - Internal error (\"Unable to create an instance of class 'interface com.businessobjects.rebean.wi.services.IDocumentInstanceService'\")
The issue occurs when using web services (Raylight) hosted in WACS. This is a known BusinessObjects issue described in the following SAP Note:
SAP proposes using Tomcat-hosted web services to work around the issue. Re-pointing an existing InfoBurst Platform to Tomcat involves the Update Platform process. Before updating an existing Platform to use Tomcat, we propose first creating a test Platform against Tomcat and qualify Tomcat-hosted web services with some basic tests. If tests are successful, then an existing Platform can be updated following the instructions and guidelines in the following InfoSol Help Desk article:
