Hey Lindsey. Thanks for the detail. While the Users Report you cite is legacy, we have confirmed it generates as expected. You issue must be environment specific. We would need a ticket so we can collect some logging to investigate.
The Users Report was replaced by Discover where Discover provides more information than the legacy reports. I recommend two reports:
Discover > System > User gives you meta data for all uses including their groups, Platform Logons, etc.
Discover > System > Objects Owned By gives you all objects owned by a specific user.

When clicking on the "Help" icon in the upper right corner of the InfoBurst UI, there is an option to run the "Users Report" in the "Tools" section. When I click on this button, the report looks like it is running in the background but will ultimately fail with the error "Unable to create the report".
