Blank Data Source result for optional parameter results in error "Source did not return any data"

Issue
A burst contains a WebI document with an optional parameter. The parameter uses an Excel File List as a data source. The data source returns an empty result. In this scenario the following error occurs on "Build Parameter Sets":
Error ==> Error while generating parameters :: Parameter Source did not return any data
Expected Results
An empty value/result for an optional parameter is allowed.
