Crystal OPEN error "Could not load file or assembly 'CrystalDecisions.Enterprise.InfoStore.."

The following error occurs on OPEN of a Crystal document:
Could not load file or assembly 'CrystalDecisions.Enterprise.InfoStore..'
This error occurs because the BusinessObjects Client Tools are not installed on the InfoBurst application server. Builds 231 and later use the BusinessObjects .NET SDK for Crystal processing and requires the BusinessObjects Client Tools. Install the client tools version that matches the BusinessObjects server.
The Crystal Reports client alone is not sufficient as it does not deploy the required SDK files.
